To give an integral answer

The UN recommended in 1987 that commemorated in the countries members the 26 of June as date of Fight against Illegal Drug Uso and the Illicit Traffic. It thus indicated not only one date, but an integral conception: the one to make the policies of control of the supply and those of reduction of the demand complementary.

It must provide budget so that the Unit of Informacio'n Financiera (UIF) of recent creation and provision of positions has an effective performance. It must recover his international leadership in qualification and development of policies in relation to the international organisms. It must create specialized centers of chemical decontamination in addictions (including illegal, psicofármacos alcohol, drugs and inhalants).

It is obvious that it must face regular actions of educative prevention and must provide to the support with the attendance and rehabilitation with the populations with addict abusadores and. To this last one, it has limited resources that they must be reserved for the economically worked against populations and not be applied to no political favoritism. But its welfare function does not finish in giving subsidies. It will have to auditar the therapeutic programs establishing norms, criteria and directions of development. In that sense the predominance of the scholarships dedicated to internment must share space with the support to the ambulatory programs.

In the area of the investigation we are advancing in the premises and the international. In the first case, by means of the development of the local training centers created by Hugo Miguez, that allow a permanent registry of which it happens in different points from the country constituting a model that is used for the construction of a national drug observatory. In the international, by means of studies of cities that face in the border and whose characteristics we must systematize to approach those centers with an action undertaken by representatives of the countries that act in equipment form.

Already ordered the priorities and start up the governing organism with a remarkable energy, enthusiasm and capacity of its participants, we must aim to do a little while of this commemoration of social reflection that makes think us about our crisis of values, the desdibujamiento of the familiar rolls, about the rampante mercantilismo and its consequence, the individualismo. A society that does not take care of itself risks its future. For that reason, we have defined an action to which we summoned to ministries and cultural unions, parishes and schools, centers and societies of promotion, hospitals and groups of volunteers, forces of security and universities because we have the conviction that between all we can replace the activity instead of the passivity, solidarity instead of the egoísmo, the conscience of risk instead of the indifference.
