This way disagreeable situations like these had been avoided ", said to the coordinator of the regional representation of the Office the International of Epizootias (OIE) for the Américas, Emilio Juan Gimeno.

- I do not know exactly. At least they were not public.

Indeed, in his character of representative of the OIE, Gimeno it totally broke ties the functions with this organism of the sanitary decisions taken by European Unio'n (UE), on which the National Service of Health and Agro-alimentary Quality (Senasa) had the incapacitation 17 exporting Argentine refrigerators of Hilton quota (courteous of bovine meats of high quality and price).

Their functions are different, explained. The OIE frames norms on all the tie aspects with the health animal and the fight against the diseases, which, exemplified, implies the classification of countries in relation to certain diseases, like the aftosa, the bovine espongiforme encefalopatía (EEB), pig plague, et cetera.

However, the sanitary office of the UE is the one that is in charge of the engineering control in the elaboradoras food plants, in this case, of the refrigerators.

Gimeno thought, however, on the base of its experience like ex- president of the Senasa. "It exists - it said a series of norms of the tie UE with internal reasons, with the quality of foods and that every time are more demanding. They have to do with the trazabilidad, different sanitary and technological aspects, among others."

The specialist added who "all those norms are written and must be fulfilled in transparent form so that it is not left any doubt and nobody feels discriminated, as it seems to happen now".

In that sense she indicated that she must be or in clear why a refrigerator is disqualified or and not to explain or in where is the fault.

Before the showy thing that is that of blow 17 refrigerators that were exporting Hilton quota they were disqualified, Gimeno explained that these sanitary measures of the UE arose "in the last months quickly".

- How arrive to them these new features at the refrigerators?

- the UE communicates the new features to the Senasa and this one, as well, to the exporter.

- In this case the communication arrived with sufficient anticipation?

- I do not know. The requirements must communicate on time. Otherwise, the refrigerators had not been put thus. It is my opinion.
